Actions by themselves are neutral - they are neither good nor bad.  The motive of the doer determines the quality of the action. This is recognized even by the makers of secular law - in the penal code one is accused of man-slaughter only when "intention to murder" is proved; else it amounts to "culpable homicide not amounting to murder."
