Meaning

Oh! Rama! Is it difficult to save me?  You encompass this entire world, then can’t you save one like me?

Oh! Sree Vaasudeva! (meaning son of the King Vasudeva) You save all the creatures in this universe by holding them in your abdomen.

You have helped all the gods by incarnating yourself into the great tortoise and holding the hillock (eventually helped them to get the AMRUTHANM), then for the sake of all the gopikas you had lifted the Govardhan hillock and saved them from the down pouring rain with stones created by Indra, Oh! Karunaakara (this is a very appropriate adjective used here – which means Oh! the embodiment of compassion)
